Our model for mainstreaming and institutionalizing the gender perspective in HEIs includes a fundamental mechanism:
the Integrated Peaceful Coexistence System.

 

For the DIGEI to be successful, it is necessary to integrate the educational community—students, teachers, administrators, and managers—into the process of including a gender perspective, so that everyone can co-create the equality and peaceful coexistence policy. Without this essential element, it will be difficult to achieve the stated objectives.

 

The Integrated Peaceful Coexistence System , developed with the DIGEI, represents an institutionalized and interconnected set of mechanisms designed to address the root causes of rights violations and effectively respond to complaints or disputes arising from such violations. This system is oriented toward a shared objective for all stakeholders: fair and effective management of university peaceful coexistence.

 

Operation

 

  • A governing or coordinating body provides guiding criteria, allowing those closest to the people to independently implement changes. Leadership by bodies such as Ombudspersons or Defenders' Offices is linked to greater stability and continuity.

  • It has institutional support at the highest level.

  • It involves training and empowering all stakeholders to resolve their own disputes constructively, with minimal intervention from external third parties.

  • Introduce formal mediation processes guided by experts in restorative justice and conflict resolution. Avoid "mediation-centric" approaches or mechanisms.

  • It has monitoring and evaluation systems.

What does the restorative approach entail?

 

An ethical-practical approach, social science or “way of life” that privileges:

 

  • Full respect for the dignity of all people and their differentiated needs.

  • Personal and emotional responsibility for the impact our behavior has on others.

  • Relationships or bonds as a core value to nurture.

  • Repairing damage as a central goal in situations of violence or discrimination.

  • Re-education of people who have offended for their reintegration into the community.

Coordinator Mara I. Hernández Estrada

 

Dr. Mara I. Hernández Estrada has 20 years of experience as a practitioner and academic in the fields of conflict resolution, violence prevention, restorative justice, and mediation in complex environments. She holds a PhD from the MIT Sloan School of Management, a Master of Public Administration from Harvard, and was certified as a mediator at Harvard Law School. She is the founder of DialógICa, a Mexican organization specializing in the design and facilitation of dialogue, innovation, and change processes.

 

She is a professor at UNAM, where she has coordinated the implementation of alternative mechanisms with a restorative justice approach and strategies for preventing violence and discrimination, with a gender perspective and a focus on masculinities. She has also collaborated with the University Government Program since its founding, and within this framework, she coordinated the Diploma in Coexistence Management, Conflict Resolution, and Restorative Justice in University Settings.

 

She has served as an advisor to the Senate of the Republic, a consultant for the UN, the World Bank, the Inter-American Development Bank, the OAS, the Canadian government, and USAID, among others. Her international experience as an expert in conflict resolution and consensus-building includes countries such as Brazil, Guatemala, Belize, Nicaragua, Costa Rica, Finland, and the Netherlands.

 

She is the author of the books "Conflict Resolution, Restorative Justice, and Addressing Gender-Based Violence in University Settings" and "A Congress Without Majorities: Best Practices in Negotiation and Agreement-Building," among other publications.
